I did have trouble finding the setting that DOES unlock rotation. Maybe there are multiple locations, but, with 4.2.1 and not sure how far back it goes, there is a split notification bar at the top instead of the usual single pull down. The right pull-down has a rotation setting in this panel and yes the home screen does also rotate.

I believe there's a hack you can do at present to allow home screen 
rotation. Perhaps an Android update in the future will allow it. 

Another option is the Kindle Fire HD, which has a dual-orientation home 
screen, although of a different design than the iOS/Nexus screen.
